Cyberattack: when communication becomes a tactical crisis management tool

When they are victims of a cyber attack, some companies decide to communicate little or not at all on the subject. However, national security agencies and CERTs (Computer Emergency Response Teams) encourage communication that is as transparent as possible. So why is communication sometimes taboo?
