Des risques qui restent encore sous-estim\u00e9s par de nombreux acteurs de ce march\u00e9.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h2>De la science-fiction \u00e0 la r\u00e9alit\u00e9<\/h2>\n<p>Un black-out total. Quinze ans apr\u00e8s la disparition de toute forme d\u2019\u00e9nergie \u00e9lectrique, les \u00c9tats-Unis ont disparu, remplac\u00e9 par un agr\u00e9gat d\u2019\u00c9tats ind\u00e9pendants. Des milices terrorisent les populations retourn\u00e9es vivre de l\u2019agriculture. Le sc\u00e9nario de la s\u00e9rie <em>Revolution<\/em>, diffus\u00e9e de 2012 \u00e0 2014 sur NBC, appartient sans nul doute \u00e0 la science-fiction. Mais il r\u00e9v\u00e8le un danger bien r\u00e9el.<\/p>\n<p>\u00ab <em>Imaginez les cons\u00e9quences d'une attaque sur les r\u00e9seaux de distribution d'\u00e9nergie d\u2019un pays. Ne nous leurrons pas, tel est l'objectif d'un certain nombre d'\u00e9quipes, de pays, d'arm\u00e9es, pour anticiper les conflits de demain. Ce n'est plus de la science-fiction.<\/em> \u00bb Un discours qui ne sort pas d\u2019une s\u00e9rie de fiction mais bien de la bouche de <a href=\"http:\/\/www.senat.fr\/compte-rendu-commissions\/20181001\/etr.html#toc8\" target=\"_blank\" rel=\"noopener noreferrer\">Guillaume Poupard<\/a>, Directeur g\u00e9n\u00e9ral de l\u2019Agence Nationale de la S\u00e9curit\u00e9 des Syst\u00e8mes d'Information (ANSSI). Il tenait ce discours \u00e0 la Commission fran\u00e7aise des Affaires \u00c9trang\u00e8res, de la D\u00e9fense et des Forces Arm\u00e9es le 3 octobre 2018, en profitant ainsi pour appeler \u00e0 plus de coordination et plus de r\u00e9gulation.<\/p>\n<blockquote><p><em>Nous avons \u00e9t\u00e9 rattrap\u00e9s par la technologie<\/em><\/p>\n<pre><strong>Robert Wakim,<\/strong> Offer Manager Industry chez Stormshield<\/pre>\n<\/blockquote>\n<p>Aujourd\u2019hui en effet, ces risques pour les r\u00e9seaux d\u2019\u00e9nergie se multiplient. Pas seulement parce que les hackers montent en comp\u00e9tences, mais aussi, et principalement, \u00e0 cause d\u2018une connectivit\u00e9 de plus en plus importante. \u00ab <em>Nous avons \u00e9t\u00e9 rattrap\u00e9s par la technologie,<\/em> affirme Robert Wakim, Offer Manager Industry chez Stormshield. <em>De la production \u00e0 la consommation en passant par le transport d\u2019\u00e9lectricit\u00e9, les Smart Grids d\u00e9ploient des ponts de communication tr\u00e8s forts pour permettre une gestion plus efficace de ce bien peu commun.<\/em> \u00bb Ainsi, la protection de l\u2019ensemble de la chaine, de la centrale au compteur intelligent, devient de ce fait critique selon Guillaume Poupard qui insistait sur ce sujet <a href=\"http:\/\/www.assemblee-nationale.fr\/15\/cr-cdef\/17-18\/c1718053.asp\" target=\"_blank\" rel=\"noopener noreferrer\">quelques mois t\u00f4t<\/a>, devant cette m\u00eame Commission.<\/p>\n<p>Cette course \u00e0 la technologie est visible de deux c\u00f4t\u00e9s de la fronti\u00e8re, chez les acteurs de la fili\u00e8re comme chez les acteurs malveillants. \u00c0 l\u2019image du <a href=\"https:\/\/www.zdnet.com\/article\/industroyer-an-in-depth-look-at-the-culprit-behind-ukraines-power-grid-blackout\/\" target=\"_blank\" rel=\"noopener noreferrer\">malware Industroyer<\/a>, capable de tirer profit de cette interconnectivit\u00e9 dans les r\u00e9seaux d\u2019\u00e9lectricit\u00e9. \u00ab <em>Ce maliciel est capable de communiquer \u00e0 travers quatre protocoles de communication \u00e9lectrique,<\/em> d\u00e9taille Robert Wakim. Il s'adapte. <em>C'est une sorte de traducteur magique. C\u2019est quasiment le seul malware sp\u00e9cialis\u00e9 dans l'\u00e9nergie.<\/em> \u00bb Sur le darknet, il est possible de se procurer Industroyer et ainsi viser n\u2019importe quelle installation. \u00ab <em>On sait que c'est le malware utilis\u00e9 fin 2016 dans la <a href=\"https:\/\/motherboard.vice.com\/en_us\/article\/zmeyg8\/ukraine-power-grid-malware-crashoverride-industroyer\" target=\"_blank\" rel=\"noopener noreferrer\">deuxi\u00e8me s\u00e9rie d'attaques<\/a> sur les r\u00e9seaux \u00e9lectriques d'Ukraine<\/em> \u00bb, ajoute-t-il.<\/p>\n<p>&nbsp;<\/p>\n<h2>Des attaques r\u00e9pandues\u2026 depuis 2010<\/h2>\n<p>Shamoon, <a href=\"https:\/\/www.stormshield.com\/fr\/actus\/stuxnet-ver-informatique-enseignements-heritage\/\">Stuxnet<\/a>, BlackEnergy... Aux c\u00f4t\u00e9s d\u2019Industroyer, d\u2019autres malwares ont frapp\u00e9 le secteur de l\u2019\u00e9nergie, et sont par l\u00e0-m\u00eame rest\u00e9s grav\u00e9s dans la m\u00e9moire de beaucoup de pirates et d\u2019analystes. Mais, \u00e0 la diff\u00e9rence d\u2019Industroyer, ces autres malwares n\u00e9cessitent de bien conna\u00eetre l\u2019infrastructure avant d\u2019attaquer et s'accommodent donc d\u2019une connectivit\u00e9 moindre des r\u00e9seaux. Stuxnet, en particulier, a constitu\u00e9 \u00ab <em>une prise de conscience<\/em> \u00bb, selon les mots de Gabrielle Desarnaud, chercheuse \u00e0 l\u2019IFRI (Institut Fran\u00e7ais des Relations Internationales), dans son \u00e9tude <a href=\"https:\/\/www.ifri.org\/fr\/publications\/etudes-de-lifri\/cyberattaques-systemes-energetiques-faire-face-risque\" target=\"_blank\" rel=\"noopener noreferrer\">Cyberattaques et syst\u00e8mes \u00e9nerg\u00e9tiques<\/a>, publi\u00e9e en janvier 2017. Bien qu\u2019il fut d\u00e9couvert d\u00e8s 2010, la chercheuse qualifiait Stuxnet \u2013 en 2017 \u2013 \u00ab <em>d\u2019attaque la plus avanc\u00e9e \u00e0 laquelle une infrastructure nucl\u00e9aire ait \u00e9t\u00e9 confront\u00e9<\/em> \u00bb. Pendant des ann\u00e9es, le malware a caus\u00e9 des avaries dans les centrifugeuses d\u2019enrichissement d\u2019uranium, dans le complexe de Natanz en Iran.<\/p>\n<p>En Arabie Saoudite, <a href=\"https:\/\/www.nytimes.com\/2012\/10\/24\/business\/global\/cyberattack-on-saudi-oil-firm-disquiets-us.html\" target=\"_blank\" rel=\"noopener noreferrer\">Shamoon<\/a> a touch\u00e9 30 000 ordinateurs et bloqu\u00e9 les camions de l\u2019entreprise p\u00e9troli\u00e8re Saudi Aramco en 2012. \u00ab <em>L'attaque a commenc\u00e9 par un email de phishing,<\/em> se rappelle Robert Wakim. <em>Une secr\u00e9taire a cliqu\u00e9 sur un e-mail. Mais son PC infect\u00e9 se comportait normalement. L\u2019attaquant a alors pris discr\u00e8tement le contr\u00f4le de l\u2019ordinateur d\u2019\u00e0 c\u00f4t\u00e9 et ainsi de suite jusqu\u2019\u00e0 descendre profond\u00e9ment dans les serveurs.<\/em> \u00bb<\/p>\n<p>De m\u00eame, le virus <a href=\"https:\/\/www.welivesecurity.com\/2016\/01\/04\/blackenergy-trojan-strikes-again-attacks-ukrainian-electric-power-industry\/\" target=\"_blank\" rel=\"noopener noreferrer\">BlackEnergy<\/a>, \u00e0 l\u2019origine de la premi\u00e8re vague d\u2019attaques contre le r\u00e9seau \u00e9lectrique ukrainien, en d\u00e9cembre 2015, a \u00e9t\u00e9 amorc\u00e9 par une campagne de <a href=\"https:\/\/www.stormshield.com\/fr\/actus\/phishing-vers-lengagement-de-la-responsabilite-des-entreprises\/\">phishing<\/a>. C\u2019est une bonne et une mauvaise nouvelle : comme ailleurs, les cyberattaques contre les r\u00e9seaux d\u2019\u00e9nergie profitent bien souvent des failles humaines.<\/p>\n<p>&nbsp;<\/p>\n<h2>Un sentiment d\u2019invuln\u00e9rabilit\u00e9 ?<\/h2>\n<p>Mais cette vuln\u00e9rabilit\u00e9 humaine provient aussi d\u2019un d\u00e9faut de prise de conscience des risques dans les plus hauts \u00e9chelons des entreprises. \u00ab <em>Ce sont plut\u00f4t les r\u00e9glementations qui poussent nos clients \u00e0 nous contacter, plus que la crainte d'\u00eatre attaqu\u00e9<\/em> \u00bb, argumente Robert Wakim. Pourquoi ce manque de prise de conscience ? \u00ab <em>Le probl\u00e8me, reprend l\u2019expert, c'est que les op\u00e9rateurs sous-estiment l\u2019effet d\u2019une attaque, pensant que leur le poids de leur installation est n\u00e9gligeable dans le poids total du r\u00e9seau, et par cons\u00e9quent qu\u2019il n\u2019y aurait aucun int\u00e9r\u00eat \u00e0 les attaquer<\/em>\u00a0\u00bb.<\/p>\n<blockquote><p><em>Ce sont plut\u00f4t les r\u00e9glementations qui poussent nos clients \u00e0 nous contacter, plus que la crainte d'\u00eatre attaqu\u00e9<\/em><\/p>\n<pre><strong>Robert Wakim,<\/strong> Offer Manager Industry chez Stormshield<\/pre>\n<\/blockquote>\n<p>Une autre raison \u00e0 ce sentiment d\u2019invuln\u00e9rabilit\u00e9 r\u00e9side dans la non connexion \u00e0 internet de nombreuses installations, comme les centrales nucl\u00e9aires. \u00ab <em>Mais c'est un mirage,<\/em> affirme Robert Wakim. <em>Une connexion est avant tout une communication, c\u2019est-\u00e0-dire un \u00e9change de donn\u00e9es, m\u00eame s\u2019il n\u2019est activ\u00e9 bri\u00e8vement qu\u2019une fois dans l\u2019ann\u00e9e. Le risque existe d\u00e8s que je me connecte \u00e0 un objet lui-m\u00eame connect\u00e9, ou \u00e0 que j\u2019utilise <a href=\"https:\/\/www.stormshield.com\/fr\/actus\/vers-un-futur-sans-cle-usb\/\">une cl\u00e9 USB<\/a>.<\/em> \u00bb<\/p>\n<p>\u00c0 ce jour, l\u2019effet domino et l\u2019objectif concurrentiel sont deux des principales raisons derri\u00e8re de telles cyberattaques. Dans le premier cas, il s\u2019agit par exemple d\u2019une attaque \u00e0 vis\u00e9e nationale, en venant suffisamment perturber le r\u00e9seau. \u00ab <em>Et parce que celui-ci poss\u00e8de des propri\u00e9t\u00e9s particuli\u00e8res, il est possible de provoquer un effet domino, ou en ayant un effort minimum, on peut avoir un effet maximum,<\/em> explique Robert Wakim. <em>La meilleure d\u00e9monstration de cet effet est l\u2019impact sur les horloges des fours Fran\u00e7ais \u00e0 la suite <a href=\"https:\/\/www.france24.com\/fr\/20180307-horloges-electroniques-retard-differend-kosovo-serbie-frequence-50hz-electricite\" target=\"_blank\" rel=\"noopener noreferrer\">d\u2019un arr\u00eat de production \u00e9lectrique au Kosovo<\/a><\/em> \u00bb. Dans le deuxi\u00e8me cas, il s\u2019agit par exemple d\u2019une attaque venant d\u2019un concurrent plus petit sur le march\u00e9 vis\u00e9. Venir corrompre, limiter ou m\u00eame arr\u00eater la production ou le transport d\u2019\u00e9lectricit\u00e9 lui donnera un avantage concurrentiel non n\u00e9gligeable, et ce quelle que soit la taille sur le march\u00e9 de l\u2019entreprise cibl\u00e9e.<\/p>\n<p>&nbsp;<\/p>\n<h2>Un futur de plus en plus connect\u00e9<\/h2>\n<p>Et quel futur pour ces r\u00e9seaux d\u2019\u00e9lectricit\u00e9 ? Au-del\u00e0 des installations d\u2019un ou plusieurs m\u00e9gawatts, le futur passera par des dispositifs de moindre puissance en \u00e9nergies renouvelables : des parcs \u00e9oliens, des fermes solaires ou m\u00eame quelques panneaux chez des particuliers\u2026 Ces producteurs individuels seront reli\u00e9s et organis\u00e9s par des agr\u00e9gateurs, \u00ab <em>des centrales \u00e9lectriques virtuelles<\/em> \u00bb, comme les appelle Gabrielle Desarnaud.<\/p>\n<p>L\u2019avenir de l\u2019\u00e9nergie r\u00e9side donc dans la multiplication des points de production et des interconnexions. Une \u00e9volution qui augmentera d\u2019autant plus les surfaces d\u2019attaques mais aussi les risques pour l\u2019ensemble des acteurs. Et alors qu\u2019aucun cadre l\u00e9gislatif ne prend \u00e0 ce jour en compte cette augmentation des acteurs, il est pourtant essentiel de s\u00e9curiser l\u2019ensemble. Si la cr\u00e9ation de ces centrales \u00e9lectriques virtuelles est une tr\u00e8s bonne chose pour la r\u00e9silience en terme de production pour l\u2019ensemble du march\u00e9, il est imp\u00e9ratif d\u2019appr\u00e9hender en amont la menace cyber sur ces nouveaux acteurs.
